Aura Raducu
Minister of European Funds

Ms. Aura Raducu is the Minister of European Funds since November 2015. She is an expert in terms of European and international financing and before being named Minister of European Funds she held the position of Principal Manager, European programmes, within the European Bank for Reconstruction and Development (EBRD), coordinating urban development projects and sustainable urban mobility plans for Bucharest. She was also Programme Manager at the Directorate-General for Regional and Urban Policy within the European Commission, coordinating both the 2007-2013 Regional Operational Programme and 2007-2013 Technical Assistance Programme for Romania. She has a 14 years experience with Commission Services: 6 years at DG Regio and 8 years at European Commission Representation in Romania. She was also involved in the preparation process for the new programming period of the 2014-2020 EU Funds. Ms. Aura Carmen Raducu holds a Bachelor of Science degree in Industrial Chemistry (1980).


Victor Bostinaru
Member of the European Parliament, Vice-President on Foreign Affairs of the S&D Group

Victor Bostinaru was elected a PSD Euro-deputy on Nov. 25, 2007. He was re-elected to the position in June 2009 and in May 2014. He is a member of the Group of the Progressive Alliance of Socialists and Democrats in the European Parliament; In the 2009 term he was senior vice president of the Delegation for the relations with the People's Republic of China; a member in the Commission for Regional Development and Group Coordinator in the Commission for Petitions; member in the EP Delegation for the relations with Albania, Bosnia and Herzegovina, Serbia, Montenegro and Kosovo; president of the EP’s informal Group “European friends of Israel”.
Starting from 2014, Victor Bostinaru is the vice president for foreign affairs of the S&D Group, member of the Committee on Regional Development and the Delegation for relations with the People's Republic of China. He is also a substitute member in the Committee on International Trade and in the Delegation to the EU-Albania Stabilisation and Association Parliamentary Committee. In October 2011, Victor Bostinaru was appointed European Parliament rapporteur for the new regulation on the Cohesion Fund for 2014-2020


Teodor Darabaneanu
Member, Commission for Information Technology and Communications of the Chamber of Deputies

Teodor Darabaneanu – M.Eng, PMP, CSM, ITIL – is the president of PMI Romania, a professional organization where he activates more than 12 years, and he has more than 14 years experience in project management. He worked in R&D as telecomm engineer, later being focused only on project management and business analysis, executing projects in IT&C domain, including EC and Phare financed projects. With articles and public presentations he was the first promoter of Agile methods in Romania and he is continuing today to promote new and modern management methods, as sociocracy, by specialized training and consultancy, either in project management or organizational management.


Octavian Aron

Aron Octavian, 35, public manager, member within the Executive Board of the Public Managers’ Trade Union, with an extensive experience within the field of project management, both in private and public sector. Currently he works in the public sector, as project manager within a Managing Authority. Also, he is a certified trainer, having implemented several training programmes in the field of project management

Octavian Ciprian Alic
Director for the Division of European Funds and International Relations, Transgaz

Octavian Ciprian ALIC took up the position of Director for the Division of European Funds and International Relations with Transgaz in 2013.
Considering his background in civil engineering and his previous positions as Director for Regional Development at the Hunedoara County Council, as Director General of the Payment Agency for Rural Development and Fishing within the Romanian Ministry of Agriculture, as adviser for two ministers of agriculture and as Policy Officer within the European Commission, Octavian Ciprian Alic proved to be a dedicated and active civil servant. 
A pro-active participant in European and international energy forums and a practical contributor to career development, Ciprian Alic has prepared a range of training programs and studies on European policies and business management.
He has brought to Transgaz his extensive expertise in development programs and EU funds. Determined to have a say in the achievement of the EU energy security goals, Ciprian Alic is committed to the development of the national gas transmission infrastructure. He is dynamically involved in the company’s project funding strategy, with a proactive approach to the EU funding requirements and is fully engaged in the company’s international relations.

 

Loredana Rautu
Head of EU Office Department, BCR

Loredana Rautu is Director of Financing Program Department at Banca Comerciala Romana, She is expert with more than 15 years experience in co-financing and implementing projects with  EU pre and post-accession funds and national state/”de minimis” aid. She successfully coordinated implementation through BCR of external financing programs and national programs from Bank’s portfolio: financing programs from International financing Institutions (EIB, EBRD, IFC).She was also actively involved in implementation of the First loss portfolio guarantee scheme- under the JEREMIE financial instrument (2007-2013 programming  period).

Sofia Ionescu
Senior Manager, Advisory Department, Ernst&Young

Sofia has served the government and public sector for more than 10 years both as civil servant working for the Ministry of Public Finance, as well as a consultant. Her professional carrier followed closely the area of EU funds management, while her core experience is related to monitoring and evaluation of EU funded programs, performance improvement and technical assistance assignments to institutions managing EU Funds. Sofia has also assisted private and public institutions to access and implement non-reimbursable funding to co-finance their investment objectives or initiatives. She is a certified trainer and project manager and holds professional certifications in the area of internal audit (CIA, CGAP - IIA)
